Approximately three-acre site offers opportunity to expand housing choice and strengthen neighborhood quality
The Development Council for Buffalo County (DCBC), in partnership with the City of Kearney, has issued Addendum No. 1 to the Kearney Infill Housing Development Request for Proposals (RFP).
The addendum includes responses to questions submitted during the RFP question period and is intended to provide additional information to prospective developers as they prepare proposals.

The approximately three-acre site, located east of 30th Avenue, north of Railroad Avenue, and south of West Lincoln Way Park, is being offered as a single development opportunity. The project seeks proposals that expand housing supply, enhance neighborhood quality, and create long-term community value.
Proposals are due by November 18, 2026.
Interested developers should review both the original RFP and Addendum No. 1 before preparing a submission.

Proposals will be evaluated based on housing impact, attainability, design quality, readiness, long-term stewardship and overall community benefit. Following the evaluation process, the Development Council may identify a preferred proposer and begin negotiations for a purchase agreement and development agreement.
Timeline
Completed proposals must be submitted by November 18, 2026.

The Development Council reserves the right to reject any or all proposals and to negotiate modifications that further the objectives of the RFP.
