Gibbon is working with DWEE to finalize approximately $15 million in financial assistance through Nebraska’s Drinking Water and Clean Water State Revolving Fund (SRF) programs. The funding will support two major infrastructure projects:
- Development of a new drinking water wellfield to provide a reliable, long-term water source and address elevated manganese levels in the city’s existing supply.
- Modernization of Gibbon’s wastewater treatment facility to replace aging equipment and improve treatment capabilities.
Approximately 42% of the project funding is expected to receive loan forgiveness, with the remainder provided through low-interest financing. Compared with private financing alternatives, the SRF assistance is expected to save Gibbon residents an estimated $11–15 million in repayments over the life of the financing.
“For a small community, taking on one major infrastructure project is a huge undertaking. In Gibbon, we’re taking on two — making significant investments in both our drinking water and wastewater systems. Having the State of Nebraska as a partner gives us the opportunity to tackle these projects today and make investments that will serve our community for generations to come.”
— Matt Smallcomb, City Administrator

City officials expressed appreciation to Governor Pillen, Director Bradley, DWEE, Mayor Derrick Clevenger, the Gibbon City Council, city staff, engineers and everyone who has helped advance these projects.
Together, these investments will help protect public health, prepare Gibbon for future growth and responsibly manage residents’ dollars. They also reflect the community’s continued progress and the partnerships helping build a strong foundation for generations to come.
